While many residents can find parking, persistent issues particularly affect those needing to park during specific times (e.g., mid-afternoon, late at night). These residents frequently find the car park full, with many vehicles not belonging to our development.
This situation is unacceptable, especially given it disproportionately impacts some residents, notably night shift workers who have expressed feeling vulnerable walking back to the development when the car park is full.
A number plate recognition camera will be installed at the development entrance to record vehicles entering and exiting.
Resident vehicle number plates will be securely stored in the system, allowing for seamless entry and exit.
Legitimate visitors and contractors can register their vehicle for the day by scanning a QR code located in the stairwells.
Vehicles entering or exiting without being registered in the system will automatically incur legally enforceable Penalty Charge Notices (PCN), acting as a strong deterrent to unauthorised parking.
No Cost to Residents: The installation and operation of the system are entirely free for Ensign Court residents.
Multiple Vehicle Registration: Residents can register as many vehicles as needed, provided they are owned and registered to them.
Easy PCN Appeals: Any PCN issued in error to a legitimate user will be cancelled free of charge.
Two-Year Commitment: To allow Horizon Parking to recoup their installation costs through PCN issuance, we are required to commit to the system for a minimum of two years. The proposal below says 3 years, however, we have negotiated this down to 2 years.
